Public Participation
Board Policy:
The Board of the Williams County Public Library welcomes public input on matters relating to the operation of the Library. The Board recognizes the value of public comment and the right of individuals or groups to express their views on topics of interest. Public comment is encouraged, but must occur in an orderly, respectful, and time-efficient manner.
Administrative Procedure:
Individuals or groups who wish to speak at a Board meeting must contact the Director by phone or email at least one (1) week prior to the meeting. The following information must be provided:
- Name
- Address
- Phone number
- Topic to be addressed
Those wishing to speak must be present before the start of the meeting. Written comments may be submitted to the Secretary of the Board in advance if attendance is not possible.
Public participation is limited to the public comment portion of the meeting, as outlined on the agenda. Comments are limited to three (3) minutes per person unless otherwise directed by the Board President or Director. To maintain order, the number of speakers may be limited at the discretion of the Board President or Director.
Speakers are expected to maintain civility and refrain from using profane, vulgar, or harassing language. The Board President may end any presentation not meeting these expectations.
Audio and video recording is permitted, provided it does not interfere with the conduct of the meeting. Individuals recording must contact the Library Director in advance and agree to the following:
- No obstructions between the Board and the audience
- No interviews or commentary during the meeting
- No equipment adjustments or movement that causes distraction
Failure to follow these procedures may result in removal from the meeting.
